* Professor (Dr.) S. Sivakumar, Research Professor, ILI  was conferred “National Law Day Award – 2008” for legal education on 13.12.2008 by the International Council of Jurists, New Delhi.  The award was given away by the Hon’ble Prime Minister of India, Dr. Manmohan Singh in the presence of Hon’ble Mr. K.G. Balakrishnan, Chief Justice of India & President, ILI and Hon’ble Dr. H.R. Bhardwaj, Union Minister for Law & Justice.  The citation reads: “For his unique contribution in Legal Education Reform Activities in India and Abroad and Shaping Policies for Continuing Legal Education’.

* Professor (Dr.) K.N. Chandrasekharan Pillai, Director, ILI was honoured as an outstanding teacher in law on the Teachers' Day on 5th Sept. 2008 by Dr. S.C. Vats, Chairman, Vivekananda Institute of Professional Studies (VIPS), New Delhi.

* Hon'ble Dr. Justice Arijit Pasayat, Judge, Supreme Court of India and Chairman, Academic Council, ILI was conferred with a Degree of LL.D. (Honoris Causa) by Fakir Mohan University, Vyasa Vihar, Balasore.

* Professor (Dr.) K.N. Chandrasekharan Pillai, Director, ILI was conferred the Capital Foundation Award for his contribution in the field of legal education in the SAARC Region.

* Professor (Dr.) K.N. Chandrasekharan Pillai, Director, ILI has been nominated by Government of India as Part-time member of  the 18th Law Commission of India.

ACTIVITES AT THE INSTITUTE

Release of Book on "Prevention of Money Laundering"

Release of "Digitized version of Annual Survey of Indian Law (1965-2006)

Dr. H.R. Bhardwaj, Hon'ble Minister for Law and Justice released the digitized version of "Annual Survey of Indian Law" containing ASIL published since 1965. It contains 42 volumes from 1965 to 2006 covering 23,000 pages. The Digital version of all the volumes in PDF & searchable format. The digitized version in single DVD, is user friendly.  The search engine of DVD contains metadata search (Author, Title, and Combination); Full Text Search and Search within documents options.

Participation in Meeting and International Conference

Dr. K.N. Chandrasekharan Pillai, Director, ILI participated in the conference held by the Asian Human Rights Commission, Hong Kong in the third week of November, 2008.

Mr. Dalip Kumar, Registrar, ILI attended the ALIN General Meeting  and International Academic Conference held at Nagoya University, Japan  from 16th to 19th October, 2008.  The theme of the Conference was “Beyond the Global Sharing of the Statutory Text: Translation, Dictionary, Translation Memory and e-Legislation”.  The Conference was jointly organized by  the Korea Legislation Research Institute (KLRI), the Nagoya University Center for Asian Legal Exchange (CALE), Japan Legal Information Institute (JaLII) of Nagoya University and the Nagoya University Graduate School of Law.  

Dr. H.R. Bhardwaj, Hon'ble Minister for Law and Justice released the book on 'Prevention of Money Laundering' on 20th August, 2008. The book is edited by Dr. K.N. Chandrasekharan Pillai, Director, Indian Law Institute and Dr. A. Francis Julian, Sr. Advocate, Supreme Court of India and Visiting faculty, ILI. The book contains some of the papers presented in this seminar organised in 2005 on the subject. While the international dimentions of anti-money laundering measures are captured by Dr. Dr. Francis Julian, Professor Pillai tries to evaluate the efficacy of the Indian legislation.  The role of the banks and the technological aspects of money laundering are examined in depth in the book. All the documents on prevention of money laundering such as the enactment, rules and the notifications issued by the Govt. of India have been put in the appendix making it a self-contained comprehensive work.  It is very useful for advocates, judges, law teachers and law students.

Affiliation 

Hon’ble Chief Justice of India/President, ILI approved the affiliation of Dr. Girish Kumar, Lecturer, School of International Relations, M.G. University, Kottayam, Kerala with the Indian Law Institute to undertake research on the topic ‘WTO Dispute Settlement Mechanism and its Treatment of Special & Differential Treatment Principles: A Study on India’s Experience (1955-2004)’ in association with Indian Council of Social Sciences Research, New Delhi.


ACADEMIC PROGRAMMES

Special Lectures for LL.M. Students 

-      Hon'ble Mr. Justice S. Rajendra Babu, Chairman, National Human Rights Commission delivered a lecture to the students of Human Rights Law (LL.M.) on 27.10.2008. 

-     Prof. Upendra Baxi delivered lectures on Human Rights Law to the students of LL.M. on 11th and 12th November, 2008. 

-     MProf. V.B. Coutinho delivered lectures to the students of Human Rights Law (LL.M.) on 4 & 6 November, 2008.

*     Dr. Rohan Perera (Srilanka), Member, International Law Commission, delivered a lecture on "Drafting of Treaty" on 3.12.2008. the lecture was attended by the students of PG Diploma course in Drafting of Legislation, Treaties and Agreements, the faculty and the staff.

End term examination for LL.M.

The end semester examinations for both 1st and 3rd Semester students of the LL.M. Programme was conducted from 8th to 19th December 2008. 

Conduct of Supplementary Examinations - 2008 

The supplementary Examinations of  the Post Graduate Diploma Courses was held on 06.10.2008. The result of the examination was declared on 24.10.2008.

E-learning Course on IPRs

Admissions have been made to the 13th Batch of the E-Learning Course on IPRs and IT in the Internet Age. Last date for submission of application form was 15th December, 2008.
More than 200 candidates have been  enrolled for the current  batch.

Admissions have been made to the 2nd Batch of the E-Learning Course on Cyber Laws. Last date for submission of application form was 15th December, 2008. More than 100 candidates have been  enrolled for the current  batch.

Major Research Projects

Project from Rajya Sabha Secretariat

The Rajya Sabha Secretariat has assigned to the Indian Law Institute a project to prepare a “Compendium of Judicial Pronouncements Relating to Parliament and State Legislatures Since Independence”.  After various meetings with the Secretary General, Rajya Sabha, the project team finalized the draft report.  The report is in two volumes.  Volume I is  an analysis of all the decisions of the Apex Court and the High Courts on different aspects of the functioning of the Parliament and the State Legislatures.  It analyses the  case laws to examine the existing legal position in the light of constitutional provisions and Constituent Assembly Debates. Volume II is the summary of the relevant case laws on the point.   The draft report was submitted on 11.12.2008.  The project team consists of Ms. Lisa P. Lukose, Mr. P. Puneeth and Ms. Arya A. Kumar, Assistant Research Professors, ILI.

Project from Ministry of Panchayati Raj

 Ministry of Panchayati Raj has conveyed its approval to conduct  “Study of Central Laws Relating to Scheduled Areas with a View to harmonize their Provisions with the Aims and Objectives of Panchayat (Extension to Scheduled Area) Acts, 1996”.  The study will be completed in three months.  Dr. Jyoti Dogra Sood, Sr. Assistant Research Professor and Dr. S.S. Jaswal, Assistant Research Professor will be conducting the study.

UGC PROJECTS

The Indian Law Institute submitted to the UGC two Major Research Projects and two Minor Research Projects on the following topics for approval.

Major Research Project:

a.                  The Global Copyright and Neighbouring Right Regime: Opportunities, Challenges and Options for Broadcasting Media in India, and

b.                  The Status of the Scheduled Tribes of the State of Jharkhand.

 Minor Research Project: 

a.                   The Global Climate Change Regime and Fairness in International Environmental Law: A Study with Reference to India, and

b.        Role of Courts in International Commercial Arbitration : A Comparative Study of UNCITRAL Model Law and Indian Arbitration Law.

FACULTY NEWS 

*       Prof. S. Sivakumar, Research Professor, participated in the Indo-EU Business Forum meeting held in London on 31.10.2008  and delivered a lecture on ‘Judicial Reforms in India’. He also participated in the conference on Dynamics of Federalism: Indian Experience organised by Naples University, Naples, Italy and presented a paper.  

*         Dr. S. Sivakumar, Research Professor, Ms. Jaya V. S, Ms. Lisa P. Lukose and Mr. Vishnu Koonoyar K., Assistant Research Professors presented papers in the International Conference on Jurists on Terrorism, Rule of Law and Human Rights organized by International Council of Jurists on 13th to 14th December, 2008 at Vigyan Bhavan, New Delhi. 

*         Dr. Furquan Ahmad, Associate Research Professor has published a book titled ‘Legal Regulation of Hazardous Substances’.  He also presented a paper in the National Seminar on ‘Human Rights Perspective of Media Trial’ organised by Mody Institute of Technology & Science, Faculty of Juridical Sciences at Lakshmangarh, Rajasthan on 15-16, November, 2008.

*          Dr. S.S. Jaswal, Assistant Research Professor has contributed an article titled ‘International Human Right Instruments and their Relevance to Women’ in the Human Rights Year Book: 2008 (International Institute of Human Right Society, Universal Law Publishing Co. Pvt. Ltd., pp. 188-201).

*          Mr. Vishnu Koonorayar, Assistant Research Professor presented a paper in the International Conference on Cyber Security organized jointly by World Council for Corporate Governance, Institute of Directors and International Academy of Law on 29th and 30th November 2008 at S.M Convention Centre, Gurgaon.
